CONSTRUCTION MANAGEMENT PROJECTS

 

Port of San Francisco- As-Needed Construction Support Services Contract (2006-2009). Provides inspection services, scheduling, resequencing, project acceleration and contract negotiations, CPM scheduling, planning and monitoring services.  Emphasis on claim analysis, change order review and negotiations.

 

San Francisco International Airport As-Needed Construction Support Services Contract (2005-2008). Provides scheduling, resequencing, project acceleration and contract negotiations, inspection services, office engineering, CPM scheduling, planning and monitoring services.  Emphasis on claim analysis, change order review and negotiations.

 

San Francisco Department of Public Works- Bureau of Construction Management: As-Needed Multi-Discipline Construction Management Services Contract (2004-2007). Prime Consultant, serves as Project Manager. Provides scheduling, resequencing, project acceleration and contract negotiations, CPM scheduling, planning and monitoring services.  Emphasis on claim analysis, change order review and negotiations.

 

SFPUC - Water Supply Infrastructure Program, San Francisco, CA (on-going)

($4.6 billion) The program consists of projects to repair, replace and seismically upgrade the water system’s aging pipelines and tunnels, reservoirs and dams to provide a reliable source of water to the Bay Area over the next century. Provided CPM scheduling and planning support for the SFPUC CIP. Assisted in the pilot testing of various cost and schedule tracking options and participated in the selection and implementation of an optimal project controls system (P3e) for the overall PUC.
           

SFPUC – Construction Services, San Francisco, CA  (on-going).

Provided construction support services, including CPM scheduling support, dispute resolution, claims avoidance and negotiations. Projects included Sutro Reservoir (I & II), Sutro Pipeline Project, University Mound Reservoir, CDD Meter Calibration Facility, Chlorine Station Refurbishments Project, Clarendon Pump Station, College Hill Reservoir, Sutro Reservoir, Forest Hill Steel Tank Replacement, Key Motorized Valves, CDD Maintenance Yard Facilities Upgrade, Central Pump Station, Crocker Amazon Pump Station and the Sunset Circulation Improvement Projects.
           

San Francisco Department of Public Works. Fourth Street Bridge (on-going).

Provided CPM scheduling, change order review and constructability analysis. Project included seismic retrofit and rehabilitation of the Fourth Street Bridge includes bridge work, traffic routing and Muni light rail transit (LRT) works.  Relocation and reinstallation of historic Operator and Watchman’s house during construction.  Removal of existing and re-installation of new equipment in bridge mechanical system, a new Auxiliary Water Supply System (AWSS) work, a new closed circuit television (CCTV) system, PA and Intercom system, and including traffic gates for preventing contact with the Overhead Contact System (OCS) and related section. – Project Cost $15 Million
           

San Francisco Department of Public Works. Third Street Bridge. Provided CPM scheduling, change order negotiations and claims analysis. Project included seismic retrofit and rehabilitation of the Third Street Bridge and includes bridge work, traffic routing and traffic light signal work, construction of new Operator House including structural, mechanical, electrical and architectural work, architectural restoration of the existing Operator House and Watchman House, construction of sewage force main for new Operator’s House on Third Street – Project Cost $14 Million.

 

San Francisco Department of Public Works. 1680 Mission HVAC Renovation and Replacement (1.2 million). Renovation of an occupied and fully functional four story building.

 

San Francisco Department of Public Works. Central Freeway- Octavia Blvd.  Provided pre-construction support services, including constructability analysis, construction sequencing and scheduling.

San Francisco Department of Public Works. San Bruno Jail #3 Replacement ($115 million). Provided CPM scheduling, planning, and monitoring services. Emphasis on claim analysis, change order review and negotiations.

San Francisco Department of Public Works-Youth Guidance Center Replacement ($40 million). Provides CPM scheduling, planning, and monitoring services. Emphasis on claim analysis, change order review and negotiations.

Jackson Square. Four historical commercial properties. Scheduling services and sequencing for $4.5 million seismic retrofit.


201 Post Street.  Fourteen story commercial property in San Francisco Financial District. Construction scheduling and claim support.

 


SITE REMEDIATION PROJECTS


Port of San Francisco-Berth 27- Data quality review.  Review and evaluate analytical reports from laboratory analysis of sediments sampled to assess compliance with mitigation measures.

 

SF Department of Public Works- Pacific Sportsman’s Club-Remedial Investigation.  Evaluation and interpretation of sediment data to assess extend and magnitude of contamination and propose mitigation measures.
 
SF PUC- Yosemite Creek Basin. Evaluation of site history and identification of potential historic sources and pathways of contaminants to the Creek and to the San Francisco Bay sediments.


Camp Pendleton, CA.. Reviewed, modified and approved approach proposed by contractor on remedial investigation to excavate soil contaminated with lead. Responsible for selection of appropriate number of samples and sampling locations to assess effectiveness of remediation. Monitored progress of investigation.


Boeing-Rocketdyne Santa Susana Field Laboratory, Ventura County. Evaluated potential dioxin and radiation contamination in the vicinity of site. Reviewed and reported on health risks to workers and the community from historic exposures from site. Provided technical support to public relations staff in addressing community concerns. Monitored progress of investigation.


Castle Air Force Base, Atwater, CA.  Designed and implemented a sampling plan to investigate the presence of dioxins in the effluent of the base’s wastewater treatment plant. Inspected wastewater treatment facilities, oversaw sample collection, reviewed analytical results, and made recommendations to Base Authorities.

 


ENVIRONMENTAL EXPOSURE ASSESSMENT


Dioxin contamination in California Waterways. Funded by the State Water Resources Control Board. Project manager, assessing exposures to environmental contaminants with health effects to humans and wildlife. Coordinated, monitored and evaluated measurements of chemical contaminants in the environment. Prepared reports and publications.


USEPA Dioxin Reassessment.  Member of USEPA’s International Peer Review Panel on Dioxin Reassessment. In charge for evaluating exposures to dioxins. Reviewed scientific data, prepared report and participated in panel discussions. Outcome forms the basis for USEPA’s policies and regulations.


Chanler and Assoc.  Expert witness in environmental litigation on chemical exposures from consumer products.  Reviewed scientific studies, prepared reports and declarations, gave depositions and testimony.
 
Volatile organic compounds (VOCs) emitted from new building materials.  Developed guidelines primarily intended for architects, engineers, and other building professionals on how to reduce VOCs from building materials. 


Treasure Island Naval Station, SF. Indoor Ambient Air Investigation of the Former Storage Yard Installation Restoration Site 12. Evaluated and approved plans to assess indoor air contamination from PCBs in housing units. Monitored progress of investigation. Advised on industrial hygiene and worker protection during investigation.


Indoor Air Quality Surveys.  Designed and conducted surveys of homes and work places. Inspected sites and monitored contaminants.  Evaluated sites with “sick building syndrome” and tested approaches to reduce pollutant emissions. Member of the California Indoor Air Quality Interagency Group.
